Your first in-app purchase exists but wasn't submitted for review

Add the app version, purchase, and any new subscription group to the same submission, then check what Apple will actually review.

This guide is for Apps submitting the first Apple in-app purchase of a product type, a new subscription group, or unresolved purchase items.

Your purchase is configured in App Store Connect, but Apple says it wasn’t submitted. Creating the product and sending it for review are separate actions. Check the submission’s item list before rebuilding the app.

Apple’s current submission instructions require the first purchase of each type to accompany a new app version. A new subscription also needs its subscription group submitted with it when that group hasn’t been approved.

An Account Holder, Admin, or App Manager can complete these steps:

  1. In Apps, select the app. Under Monetization, open In-App Purchases or Subscriptions.
  2. Open the product you want reviewed. Complete its missing information and review materials.
  3. Choose Add for Review and select the intended submission, or create one.
  4. Include the required new app version. For an unapproved subscription group, include the group too.
  5. Check that the version and every intended product are in the same draft submission. Choose Submit for Review when that list is complete.

After a product type’s first approval, further items of that type can be submitted without a new version if the app already has an approved version. Check the source instructions for your case; an approved consumable doesn’t automatically settle the first subscription submission.

Confirm the app can sell the product

The item list proves what you sent Apple. It doesn’t prove the purchase works. We recommend keeping a separate record of the purchase test:

An empty paywall can also come from configuration or app code. Check the submission list, then investigate the app’s configuration and code if products still won’t load.

Check every item after a rejection

Open the submission with unresolved issues. Resolve or remove the items Apple flagged and follow the instructions to resubmit. An accepted app version can still wait on a rejected purchase item.

Before leaving App Store Connect, reopen the submission and confirm the intended version, products, and group are present and have been sent for review. If Apple instead objects to the offer’s wording or price presentation, use the subscription paywall guide.
