This guide is for Developers changing ownership of a Play Console account or an app.

Google requires the formal account-owner transfer process when ownership changes. Sharing credentials or buying an account through an illegitimate marketplace doesn’t substitute for that process.

What to check

Decide whether you’re transferring the entire developer account or only an app. Google provides different processes for those changes.

Identify the current and receiving owners, verification requirements, and access needed during the transition. Both parties remain responsible for actions during the account transfer, including the transition period.

How to address the issue

Use the official process linked from the policy and complete its required checks. Don’t work around a blocked transfer by exchanging account passwords or creating misleading ownership details.

For an app-only transfer, follow the app transfer process and check associated services separately. In your response to a policy notice, identify the legitimate business change and the formal transfer request. Keep evidence limited to the relevant ownership and verification records rather than sending credentials.
