This guide is for Apps completing or changing their Play Console audience declaration.
Your declared audience needs to match the people the app was designed for. Selecting adult age groups doesn’t override child-directed imagery, terminology, or functionality.
What to check
Review the listing and app together. Choose age groups the app genuinely serves, rather than selecting every group to maximize reach. A preschool learning app and a school-age learning app may need different selections.
Check that Data safety, content rating, SDK configuration, and monetization agree with the audience. Mixed audiences require real support for the relevant age groups, not just a checkbox.
How to address the rejection
Correct the declaration or change the app and marketing to match its actual intended audience. Meet Families requirements wherever children remain in scope.
Google can review declaration changes before you submit an app update, and an update is needed for the changed audience information to appear on the store. Let existing users know about meaningful audience or monetization changes. In your response, explain the intended ages and show how content, permissions, and ads fit them.
