Google Play VPN Service policy: fixes and checks

This guide is for Google Play apps using Android VpnService for VPN functionality or an eligible related purpose.
VpnService access has limits even when the tunnel connects successfully. Google allows core VPN functionality and specified exceptions such as qualifying parental control, security, network, browser, or carrier features.
Identify the purpose and traffic handling
Document why the feature needs the tunnel and where traffic goes. We’d inspect third-party libraries and server-side handling too. Redirecting or manipulating other apps’ traffic for monetization is prohibited.
Correct disclosure and protection
Describe VpnService use in the listing, encrypt traffic from the device to the tunnel endpoint, and meet prominent disclosure and consent requirements for sensitive data. Match the feature to an actual allowed use case.
Test consent, refusal, connection, and disconnection with safe traffic. Verify that collection and routing stop as described. Give Google the purpose, endpoints, disclosure, and corrected build. A general privacy-policy link doesn’t establish permission for unexpected traffic collection.
