Set up and verify your Google Play account

You’ve paid to register, but Play Console still has tasks waiting. Registration, identity checks, device verification, and production access are separate steps. Register in the app owner’s name, then work through the verification tasks the console shows you.

Have the owner’s details ready

You must be at least 18. Google lists a one-time US registration fee of $25. Have the owner’s Google Account, payment method, legal identity, and reachable contact details ready.

An organization also needs its D‑U‑N‑S and supporting organization information. Check which details will be public before using a personal address or phone number.

Register and verify the account

1. Start Play Console registration and choose the account type that matches the publisher.
2. Accept the developer agreement and pay the registration fee.
3. Complete identity and contact verification with details that match the legal identity. The payments profile used for developer identity isn’t necessarily your merchant profile.
4. Check the dashboard for unfinished tasks and submit requested documents through Google’s verification flow.

If Google asks you to verify an Android device

The account owner must sign into the Play Console mobile app on a physical, non-rooted Android device running Android 10 or later, then complete the task. An emulator won’t satisfy this check.

When the account’s verification tasks are marked complete and Play Console allows app setup, create the app record. Check the account’s testing requirements: a verified account may still need closed testing and an application for production access.

Use the dashboard task to find the fix

A mismatched legal name needs an identity correction. A device-verification task needs the owner’s device flow. Uploading another app bundle won’t resolve either one.
