Google Play App Set ID policy: fixes and checks

This guide is for Google Play apps collecting or using Android's App Set ID.
App Set ID supports certain non-advertising uses, such as analytics and fraud prevention. Google prohibits using it for personalized ads or ad measurement, and prohibits linking it to Android identifiers or personal/sensitive data for advertising purposes.
Trace where the ID goes
Inspect SDK events, backend joins, and ad-related exports. We’d check downstream systems too; a non-advertising collection in the app can become an advertising association on the server.
Keep the use within the policy
Remove prohibited ad uses and associations. Disclose collection and use in an adequate privacy notice and obtain legally required consent. Read the full policy’s purpose conditions rather than assuming all identifiers are interchangeable.
Test requests and relevant backend processing using a test account. Give Google the purpose, destinations, and changes made. If a third-party library introduced the ID into an ad pipeline, update or remove that integration and verify the final payload.
