Google Play lockscreen Monetization policy: fixes and checks

This guide is for Apps that show ads or monetize features on a locked device display.

Google restricts monetization of the lock screen to apps whose exclusive purpose is being a lockscreen. An unrelated utility can’t add lockscreen ads as another revenue feature.

What to check

Lock the device after using your app and after receiving its notifications. Inspect charging screens, overlays, wake events, and SDK-provided lockscreen features.

Review your app’s actual purpose and listing before relying on the exception. A lockscreen feature inside a broader app doesn’t make its purpose exclusively a lockscreen.

How to address the rejection

Remove lockscreen monetization from apps that don’t qualify. Disable or remove dependencies that introduce it, and verify that remote configuration can’t turn it back on.

Test after a clean install, device restart, and notification arrival. If the app is exclusively a lockscreen, explain that purpose and still verify all other advertising rules. The exception doesn’t permit deceptive, inappropriate, or otherwise prohibited ads.
