Google Play violent extremism policy: fixes and checks

This guide is for Google Play apps with extremist content or involvement by violent organizations or movements.
Google’s policy covers both the publisher and the content. It prohibits specified violent organizations and movements from publishing apps and prohibits content that recruits for, plans, encourages, or celebrates violence against civilians.
Establish the publisher and context
Review the organization behind the app, linked campaigns, donations, user posts, and promotional material. We’d separate genuine reporting or research from content that promotes the organization or its violence.
Google recognizes educational, documentary, scientific, and artistic context, which needs to be visible and relevant to the actual material.
Remove promotion and review distribution
Remove prohibited content and the ways the app distributes or supports it. If the notice misunderstands contextual material, explain that context and the responsible publisher factually.
Test moderation and reporting with safe examples. Provide Google the affected location and completed changes through its designated review process. A new disclaimer or a different publisher label won’t establish compliance if the underlying involvement remains unchanged.
